Professional Experience    Jim Parsons joined KMK in July 2016 as a member of the firm's Real Estate Group. He focuses his practice in the areas of public law, public finance and tax incentives for business development, including tax increment financing for development projects. He has been actively involved in those practice areas for more than 10 years during his prior time as of counsel in the Northern Kentucky office of Taft Stettinius & Hollister LLP.

Jim serves as chair of business advocacy and vice chair of governmental affairs for the Northern Kentucky Chamber of Commerce. Previously, Jim served as the Assistant City Solicitor, City Solicitor and City Manager for the City of Newport and was very involved in a number of developments in Newport, including the Newport Aquarium and Newport on the Levee. Jim also served for more than 7 years as the Boone County Administrator and Deputy County Judge/Executive.

  • Special counsel to the City of Bowling Green, Kentucky, establishing the WKU Gateway to Downtown Bowling Green SignatureTIF District
  • Assisted the University of Louisville with the establishment of the University of Louisville Signature TIF District and Shelbyhurst Signature TIF District
  • Special Justice on the Kentucky Supreme Court and authored Light v. City of Louisville, 248 S.W.3d 559 (Ky.2008)
  • Won the decision in United States Supreme Court extending cities authority to regulate liquor and adult entertainment in City of Newport v. Iacobucci, 479 U.S. 92 (1986)
